Asbos 'leading to more crime'

Instead of frightening young thugs back into line, Asbos could be encouraging them to commit more crimes.

Anti-social behaviour orders may "criminalise" some offenders and lead to them having a "longer criminal career", courts are warned by a senior police officer.

Chief Superintendent Neil Wain's outspoken views are contained in a book he has written as part of a masters degree in criminology.

Mr Wain said: "In the book I have been critical of those cases where the legislation has been abused and the orders have not been used effectively.

"I have also explored what the possible longterm effects of these orders could be, and whether they are criminalising people.

"One of the concerns is the possibility that Asbos may lead to a longer criminal career."

Asbos carry the threat of a two-year jail sentence if ignored.

But half of all orders given to teenage tearaways are breached, and only six per cent of flouters go to prison.

The Government insists Asbos help to reduce minor crime.

Greater Manchester Police said the comments were purely those of Mr Wain, not the force.
