Scotland Yard said the man, who was detained in a raid yesterday morning, must return in August pending further inquiries.
Billy, 15, was shot dead on the doorstep of his home near Clapham North Tube station in south west London shortly after returning from school on Valentine's Day.
He was arrested yesterday after armed police swooped on a house in south London.
In a dramatic operation police raided two addresses in the early hours.
The operation involved dozens of officers, including members of the CO19 firearms unit, and was believed to have been launched after a tip-off.
Officers used battering rams to burst into the addresses and seized a number of men. A quantity of drugs was found.
Others were arrested on suspicion of possessing drugs.
Detectives from Operation Trident, which targets gun crime in the black community, are believed to have been closing in on the teenager's killer in recent weeks.
Billy was blasted at close range in his bedroom at his home in Clapham on 14 February.
He became the third teenage boy to be shot dead in south London in 11 days.
Detectives believe he was targeted because of a minor drug deal involving cannabis.
