Boroughs 'to set own road tolls'

Ministers are proposing to allow councils to impose their own road pricing schemes in addition to Ken Livingstone's central London levy.
The measure is a last-minute inclusion in the Local Government Transport Bill, published today.
It says that more than one charging authority should be allowed "to implement a road pricing scheme in London". All schemes would be subject to the consent of the Greater London Authority.
It would mean motorists would pay up to £6 every time they cross a borough boundary in addition to the £8 toll. The AA said it was "extremely concerned".
A spokesman said: "There is also the accumulator factor which could, for example, see motorists driving from Croydon to central London via Bromley having to pay charges in every borough to get there."
One of the first schemes likely to be implemented is in Greenwich, which is pushing for road pricing around the Blackwall tunnel. The Department for Transport said it would be up to councils to decide what to charge. Cash raised from the schemes would have to be spent on local transport needs.
Shadow transport minister Stephen Hammond said: "We will be putting down amendments to make sure this is subject to a local referendum."
