Brown rules out referendum on EU treaty

The Prime Minister dismissed mounting calls for the British people to have a say on the treaty, which critics claim is just a revived version of the failed EU constitution.
Mr Brown said Britain had set out its four 'red lines' - guarantees on areas such as foreign policy, the judicial and police system, tax and social security rules and an EU charter of fundamental rights.
He added: "What I want to ensure is that ... the principles that were agreed in Brussels-are included in every single detail in the amending treaty that is finally agreed.
"If that were the case, then I see no need to recommend to the British people that there should be a referendum."
Tory Europe spokesman Mark Francois dismissed the red lines as "largely red herrings".
He said they were "part of Labour's spin strategy to get the revived EU constitution past the British people".
