Cameron: I'll make offenders wear uniforms

The Tory leader said they should be visible and carry out proper work so the public would have confidence they were being punished properly.
His pledge came as the party published plans for prison and sentencing reforms.
"Most people think community sentences are a bit of a slap on the wrist," Mr Cameron said.
"We are saying they should be about hard work and people in community sentences should get a uniform. Then the public might have some confidence in community sentences."
Under their plans the Conservatives would build jails, creating room for 5,000 more prisoners.
The extra room would enable the scrapping of the automatic release scheme for those who have completed half their sentence.
Cash for new prisons would come from selling old ones to be turned into shopping centres.
Prison governors would decide whether inmates were allowed early release after a minimum period had been served, depending on progress in rehabilitation.
The proposals would take the prison population in England and Wales to more than 100,000 for the first time.
Labour's prisons minister, David Hanson, said: "Most of the proposals seem to be either way behind what we are doing, schemes already announced, or uncosted spending pledges."
