Greg Stiles, 18, was killed while driving a car that swerved to avoid a BMW 4x4 overtaking three cars on the A4129 in Aylesbury. He died at the scene while Abi Dowdy, 17, was airlifted to the John Radcliffe Hospital in Oxford.
The young couple, described as inseparable by their families, were travelling home together when the 4x4 tried to overtake on their side of the road. Their Ford Fiesta careered into a grass verge before hitting another vehicle.
The BMW did not stop and sped off past a number of other vehicles.
Mr Stiles's mother Maggie said: "We need everyone's help to find out what happened. Greg was my life and now it will never be the same. I feel privileged to be Greg's mother and still am Greg's mother."
Miss Dowdy remains in a critical condition. Her family, who kept a vigil at her bedside, said: "It's brilliant news. As you would expect her whole family is delighted."
Pc Phil Hanham, who is leading the investigation, said: "We are trying to trace the driver of a vehicle, towing a horse box, who may have some vital information."
A 25-year-old man has been arrested on suspicion of causing death by dangerous driving.
