The woman was wheeling her four-year-old daughter in a pushchair, while her son, eight, was next to her when she was hit.
A witness said the 39-year-old fought to push the buggy to safety.
The children were left screaming for their mother as she lay beneath the truck in Portsmouth. Neither child was injured.
The driver, a 57-year-old man from High Wycombe, Buckinghamshire, was arrested on suspicion of careless driving.
A barman at the Sir John Baker pub nearby said: "The woman ran into the road to try to push her kid out of the way of the lorry.
"The lorry crashed into her and she was crushed underneath."
Andy Hill, who owns a shoe shop close to the scene, said: "I saw the poor woman under the right rear wheel of the lorry and it was clear that nothing could be done for her.
"Her children, a little boy and girl, had been brought inside my shop.
"They were both crying out for their mum and they wanted to get out and see her.
"We made sure they couldn't get anywhere near the window because we didn't want them to see their mum like that.
"As far as I could tell, one of the children had been walking along with mum and the other had been in a buggy.
"Neither had been injured as far as I could see but what an awful thing for them to have to go through.
"Some paramedics arrived pretty quickly to look after them."
The woman was dead by the time Hampshire Ambulance Service arrived at the scene.
Spokesman Michelle Ullett said: "This was a dreadful incident.
"The woman sustained such bad injuries that there was nothing we could do for her.
"Two other people were treated for shock and were taken to hospital."
Police closed the road for six hours following the accident.
Officers are appealing for the drivers of a silver estate car and a blue Vauxhall Vectra to come forward.
It is believed that they stopped at the scene to help and may have information.
Portsmouth yesterday became the first city in Britain to implement a 20mph speed limit on all residential roads.
