Criminals to be named and shamed on website

Plans to publicly shame adults and young hooligans who commit crimes were unveiled today.

Offenders will have to wear yellow bibs while on community service and may have their details and photos published on the internet.

The proposals come from Louise Casey, the government crime adviser, who spent a year talking to the public, about how they think confidence could be boosted in the criminal justice system. "If a child misbehaves, it is put on the naughty step," she said today.

"But if an adult offends, what is there? The public and their voices have got to be heard." Ms Casey said the public only heard about convictions when a serious criminal was "banged up" in jail and they were unaware tens of thousands served community sentences every year.

Her solution is to propose that thugs sentenced to pick up litter or scrub graffiti be forced to wear high-visibility bibs identifying them as criminals.

Websites could be set up to publicise convictions and the sentences passed.

Work schemes would be renamed "community payback" and run by private firms. To prevent offenders stringing out their punishments over five years, as some can do at present, they would have to fit into intensive timetables.

Other plans would allow community support officers to detain suspects for up to 30 minutes, using force if necessary, and to issue on-the-spot fines for disorder.
