Topping the poll was Louise Woodward, the former nanny found guilty of shaking eight-month-old Matthew Eappen to death ten years ago.
She beat Whitey Bulger, a drug dealer wanted on 18 counts of murder who is featured on the FBI's "Most Wanted" list, to the top spot.
Miss Woodward, then 19, was convicted of second-degree murder but the sentence was later reduced to involuntary manslaughter. Miss Woodward, who has always denied the charges, now lives in Chester.
Elaine Whitfield Sharp, her defence lawyer, said: "This shows that the American hysteria over this case is never going to go away."
Shoebomber Richard Reid came seventh in the list, by Boston law magazine Exhibit A.
