The peer, who is also Labour's chief fundraiser, has been at the centre of allegations that peerages were offered to wealthy businessmen in return for loans.
His announcement was widely expected as he is one of the members of Mr Blair's inner circle.
Nicknamed Lord Cashpoint, he was arrested twice in the Scotland Yard investigation into the alleged sale of honours by the Labour Party in return for hefty loans and donations. A file has been handed to the Crown Prosecution Service, which is believed to recommend that Lord Levy be charged, along with Downing Street aide Ruth Turner and millionaire donor Sir Christopher Evans.
A spokesman for the peer said: "Lord Levy has been Tony Blair's personal envoy in the Middle East and in a number of other countries since 1998. He has always said that this role will end when Tony Blair leaves office."
Liberal Democrat frontbencher Edward Davey said: "With Lord Levy gone, the challenge will be for Gordon Brown to clean up the mess left by the cash for peerages scandal and restore the public's faith in the political process."
