Lehmann has been desperate to leave Emirates Stadium since losing his status as No1 goalkeeper to Manuel Almunia in August.
Dortmund managing director Hans Joachim Watzke and sporting director Michael Zorc both flew into London yesterday for talks with Arsenal over a deal. The German club want to sign a new keeper after Roman Weidenfeller was ruled out for three months with a shoulder injury.
A source from the German club said: "They haven't flown all that way without the confidence that they can secure the transfer. The only problem might be with the wages but I think they are confident Lehmann is more interested in first-team football than his salary."
Lehmann, who will be out of contract in the summer, earns around £40,000 a week at Arsenal but will have to settle for about half that to play in the Bundesliga. The 38-year-old is expected to agree the pay-cut because he is desperate to play regularly to help his bid to play for Germany at Euro 2008 in the summer.
It is set to be Lehmann's last major tournament for his country and he is not prepared to risk missing out by staying on the bench at Arsenal.
Lehmann spent four years at Dortmund and helped them win the league title in 2002 before joining Arsenal 12 months later.
