Exposure to the pollutant, also known as PM10, can cause coughing, wheezing and shortness of breath even in healthy people.
Tests carried out by the Chartered Society of Physiotherapy (CSP) revealed a reading of 43 micrograms per cubic metre of air by the side of the Marylebone Road, around twice the national average.
The second highest was Camden with 35.
Grahame Pope, the CSP's chair of council, said: "Respiratory physiotherapists are dealing with patients being harmed by this pollutant. The CSP wants action."
