Mayor 'has put up taxes but run down services'

A report by the Bow Group will say buses, the Tube and violent crime have all got worse since 2000.
Bus speeds were down yet the subsidy for the bus network had grown to £212 per London household, according to the report. In addition, the congestion charge had failed to stop traffic levels creeping back up but had cost London £930 million and raised only £10million for investment in public transport.
Police numbers were up by a fifth and the Met budget was up 81 per cent - but violent crime was rising, it said.
Author Christopher Mahon said: "This research shows that taxpayers may be paying more but they are getting far less."
He said Londoners pay £289 a year more in council tax than residents in other areas, despite the Greater London Authority (GLA) getting grants worth £2,000 per household.
Delays on the Tube were up 14 per cent, overcrowding up by eight per cent but fares were also up, by 17 per cent.
The report said the GLA had ballooned under the Mayor, with staff numbers up 83 per cent. Some 173 press officers were on the books, it said. The Bow Group attack comes ahead of hustings next week when Boris Johnson will fight against three other would-be mayor's for the Conservative nomination to run against Mr Livingstone next year.
