Whitehall powers over housing and planning have finally been transferred to the Mayor of London as part of Gordon Brown's drive to tackle the issue. Mr Livingstone's draft housing strategy was expected to set a target of 50,000 more affordable homes across the capital by 2011.

Today's strategy is set to increase the target for social rented housing with three or more bedrooms from 35 per cent to over 40 per cent of overall supply. It will also aim to make sure that the new homes are as green as possible.

Adam Sampson, chief executive of homeless charity Shelter, said: "Shelter urges councils to put aside political differences and work with the Mayor to give all Londoners access to a safe, secure home."
