But because many of the fines were scrapped on appeal and others were discounted for prompt payment, Transport for London is set to generate only about £1 million from the scheme, which was launched in February by Ken Livingstone.

More than 5,200 fines of £1,000 were handed to drivers caught entering the zone without paying the £200 fee levied on "dirty" vehicles. But TfL scrapped more than £3 million in fines because some operators were unable to fit special emission filters in time. Others saw their penalty cut to £500 for swift payment.
