Ahmed Benyermak, 16, who had a fear of heights, tried to climb down the outside of the 13-storey block on the Trelawney Estate in Hackney but fell 60 feet. Police believe he was being pursued by six youths last August.
His mother Niama Abdain, 41, said: "It has been a year since my beloved first-born son, Ahmed, died. The fact that I will never see him or hold him again is the most difficult thing for me to come to terms with. Ahmed's brothers and sister miss him dreadfully. I urge anyone who knows anything to come forward to police."
Detective Chief Inspector Phil Rickells said: "I am trying to establish whether he was pushed or whether he fell. We know some people entered the block." Six youths and men, aged between 17 and 27, have been arrested and released on bail. Anyone with information should call 020 8345 1570 or ring Crimestoppers on 0800 555 111.
