Z-Un Noon, from the Isle of Dogs, was issued four parking tickets each worth £50 from October 2007 which he claimed caused him emotional distress. Newham Council failed to turn up to the hearing at Bow county court and Mr Noon was awarded £5,000 per ticket.

But the council later claimed never to have received the court summons and appealed. This time, the judge ruled in Newham's favour and ordered Mr Noon to repay the £20,000 — although he is understood to have already spent it.

Mr Noon sent bailiffs to Newham council's offices and Newham only paid after the bailiffs started seizing office computers. Today Mr Noon said: "I'm happy but I cannot talk about it." The case has cost taxpayers £27,566.83.
