MPs to call for major changes to peerage system

A report by the influential public administration select committee, due to be published tomorrow, will call on Gordon Brown to end the role of prime ministers in the process.
Peerages would no longer mean a seat in the House of Lords under the recommendations, the newspaper said, and all nominations for them would be made public.
Tougher anti-corruption laws, adding the power to prosecute MPs and peers for bribery and sharper teeth for the Electoral Commission watchdog will be among other proposals.
The report is expected to conclude that Mr Brown could make many of the changes immediately without the need for Parliamentary approval.
"The point is that it could be done now if the government wanted to, we believe it should, as an immediate and proper response to the lessons to be learned from recent events," they will say.
A 19-month police investigation into allegations peerages were promised in return for financial support blighted the final months in office of Tony Blair - who was interviewed as a witness.
But the £1.4 million probe ended earlier this year without any charges being brought.
