Chessington zoo was at the centre of the latest Foot and Mouth scare
Stephen Furnival, who runs the HoneyChild Manor Farm on Romney Marsh, said he was "absolutely delighted" with the news and hoped life would soon be "back to normal".
Mike Vallis, general manager of Chessington, said the park's petting zoos are still closed as a precaution, although the rest of the complex remained open.
Since August 3, there have been two confirmed outbreaks of foot and mouth on two farms in Surrey and 576 animals have been culled.
But Dr Debby Reynolds, the Government's chief vet, said the risk of the disease spreading outside the infected farms and the Pirbright laboratory in Surrey was now very low.
As a result, restrictions on movement of animals were eased last night to allow livestock to be moved around a farm within a 3km radius.
This will allow farmers to move cattle from one field to another, or move them to a shed on a different part of a farm for milking.
If there are no further cases, livestock markets could be reinstated in September, and the UK declared free of foot and mouth by November.
