People power wins back weekly bin round as maggots multiply

Teignbridge Council in Devon has agreed to restore weekly collections of food waste from 8,000 homes after complaints about a plague of maggots.
Householders had bombarded the council with protests about smells, flies and rats since Teignbridge adopted a two-weekly collection system two years ago.
Homes have their wheelie bins of general rubbish cleared fortnightly, with green recycling bins picked up in the alternate weeks.
All the main political parties on the council - none has overall control - promised to tackle the problem during the local elections earlier this month. Now the council is launching an £86,500, three-month pilot scheme.
It will not completely restore the old system of weekly collections of all domestic waste, but food waste will be picked up on recycling weeks and taken for composting. The scheme will also cover only a small part of the area in Kingsteignton, Kingskerswell and Chudleigh. It would cost a further £700,000 to extend it to every home.
Liberal Democrat councilor Gordon Hook said: 'This scheme will be unique in the UK and we like to think we are leading the way. We hope this will become an example of best practice but we will only know after a trial.'
Voters across the country registered their opposition to the scrapping of weekly collections by toppling councils of all parties in the local elections three weeks ago.
At least 32 local authorities which had introduced fortnightly bin rounds were ejected from power as thousands of voters defected to parties that promised a return to weekly pick-ups.
The backlash followed the launch of the Daily Mail's Great Bin Revolt campaign, urging readers to press councils to abandon 'alternate weekly collections'.
