Why was Lord Carter commissioned to produce Digital Britain?

With the introduction of multi-channel television and broadband, the country's media landscape has completely changed, meaning the current policies and legislation for the industry are out of date on issues such as piracy and public service broadcasting. It is hoped that the report could also help broadcasters such as ITV and Channel 4 that have faced an unprecedented fall in advertising revenue.

Will Digital Britain be as far-reaching as intended?

The Cabinet reshuffle has not helped alleviate fears that it will be followed by a long consultation period. With Ben Bradshaw replacing Andy Burnham as Culture Secretary and Lord Carter announcing his resignation following the report's publication, the two main players behind Digital Britain won't be around to see it through.

What will be the key recommendations?

That every home in the UK will be guaranteed access to broadband internet by 2012, a new rights agency will be set up to tackle internet piracy and the BBC will be put on notice to give up about £130million a year to help pay for regional news on ITV. The argument for merging Channel 4 and BBC Worldwide will also be set out in the report.
