Ramos has rethink on increasing his bid for Downing

Tottenham look set to pull out of signing Middlesbrough winger Stewart Downing because head coach Juande Ramos isn't sure he wants the player at White Hart Lane after all.

Spurs made an £8million offer on Sunday night and, at different times, are also believed to have offered Jermain Defoe, Darren Bent, Teemu Tainio, Paul Robinson or Kevin-Prince Boateng as part of the deal.

The club's pursuit of Downing is mainly the work of sporting director Damien Comolli, having had him on his wish-list since he joined the club in 2005, but Ramos is not convinced.

Middlesbrough want £12m for the England midfielder and the former Sevilla coach is believed to have told club officials that he does not think he is worth the money.

Ramos is planning a massive overhaul of the squad, although most of it will have to wait until the summer.

Middlesbrough are now understood to be confident the 23-year-old will stay at the Riverside Stadium for the rest of the season, especially as they will not accept any offer other than a straight cash deal.

Meanwhile, Tottenham have been linked again with a move for Russian international midfielder Andrei Arshavin. His Russian club Zenit insist he is not for sale but his agent Pavel Andreev confirmed three clubs want the 26-year-old. Reports in Russia say they are Tottenham, Arsenal and Marseille.

Andreev said: "We have three offers for Arshavin. All three are from strong European teams. We are currently considering the pros and cons of each. Andrei wants to leave and is interested in playing abroad. Everything will be in place no later than Wednesday."
