Leah Betts's parents were heartbroken when their daughter took Ecstasy at her 18th birthday and died.
But now Paul and Janet Betts face further anguish as their 24-year-old son William has been charged with rape.
After Leah's death in 1995 her parents launched a campaign to promote drug awareness among teenagers.
Fresh anguish: Paul and Janet Betts' daughter Leah died after taking drugs, now their son William has been accused of rape
They issued a photograph of her lying in hospital and called for better education in schools and tougher sentences for drug dealers.
As they tried to rebuild their lives, the couple moved their family from Essex to Scotland and opened a pub and restaurant in Invernessshire.
At the time, they said: 'Leah will always be a part of our lives but we wanted to give William a fresh start.'
But this week, William was remanded in custody when he appeared in court accused of attacking a 25-year-old woman. He made no plea or declaration at Inverness Sheriff Court.
William Betts was only 11 when his sister Leah, right, died after taking Ecstasy
Leah began experimenting with drugs in the year she died and the couple's campaign focused on all kinds of drug use. She started with cannabis before moving on to amphetamines, LSD and finally taking Ecstasy.
But just days before the tenth anniversary of her death, Mr Betts, 62, a former Met police officer, and his wife, 60, decided to wind up their campaign for better drug education, saying that they had been betrayed by the Government.
They were furious about at the reclassification of cannabis and the lack of action taken by the police to arrest offenders.
At the time, Mr Betts accused some anti-drug abuse agencies of actually promoting drug use.
In hospital: Leah before her death. Her parents released the photograph in the hope of deterring other young people from taking drugs
He said: 'They are Government agencies, they are the ones who backed reclassifying cannabis as a class-C drug.
'I am fed up with banging my head against a brick wall and getting nowhere with people in power.
'There comes a time when you have been kicked enough times, you stay down. This Government is letting young people down.'
Mr Betts also accused police of not having the guts to tackle drug dealers. He added: 'Senior officers are glove puppets who pander to the Government.'
