The worst disruption was on the Jubilee line, which was suspended for safety reasons during the morning peak when the train cab radios failed.
Ken Ball, 31, from Twickenham, missed an interview for a job as a town planner as a result.
He said: "I arrived at my interview at 11.10am when I should have been there at
10.30am and completely missed it. I have had to reschedule.
"I was trying to get from Waterloo to Barking and tried the District line but it was so slow it was quicker to walk. It was a nightmare journey."
The District line was suspended between Barking and Upminster due to a signal fault.
The Circle line was part closed because of a broken-down train at High Street Kensington.
The Metropolitan line suffered disruption after the late finish of weekend engineering work and the Central line suffered severe delays during the rush hour.
