Smarten up: Some universities are presenting undergraduates with dresscode contracts
Some teenagers do not know what they are agreeing to when they sign the contracts.
Her concerns come in the annual report on the adjudicators' work resolving disputes between universities and students.
She said the use of formal contracts is likely to grow.
"I have seen one that even laid down that students should dress neatly when going to lectures," she added.
"I don't know that that is enforceable."
Gemma Tumelty, president of the National Union of Students, said: "These contracts are too often about universities protecting themselves from litigation and enforcing petty rules.
"We do not believe that universities should be telling students what clothes to wear."
