Richmond has used the car to trap motorists over the past year and issued 6,015 penalty notices, collecting £260,890.

But almost one in five of those tickets, 1,174, was refunded.

In some cases images taken by the car's cameras failed to provide enough information to substantiate a fine, while others showed the driver was not breaking any rules after all.

Policeman Mark Humphreys, 44, has fought since March to have a fine overturned after he was wrongly penalised for parking outside his daughter's school.

He said: "Hurrah at last, but no apology for the stress and hassle." He claimed council letters could intimidate others into paying.
