Tories' health miles plan for weight loss

Millions of people could be offered NHS "health miles cards" under Tory plans to address Britain's obesity crisis and other public health concerns.

They would gain points by losing weight, giving up smoking, receiving immunisations or attending health screening programmes. They could then use such rewards to pay for gym memberships, buy fresh vegetables or get priority access to other public services.

The aim would be to radically shift the focus of the NHS to prevent ill-health through better public health campaigns and services rather than to treat people once they have heart problems, diabetes, lung cancer and other conditions.

Patients who continued to live very unhealthy lifestyles could be denied some treatments on the NHS under the Conservative plans.

The proposals are among a raft of measures put forward by the Conservative public services improvement policy group's review co-chaired by former Health Secretary Stephen Dorrell and leading educationalist Baroness Perry.

They also include incentives to encourage GPs to "re-engage" in responsibility for the out-of-hours care provided to their patients, without imposing "undesirable working patterns" on doctors.

Tory leader David Cameron will examine the proposals in detail before deciding which ones to make party policy.

HEALTH
Consult on raising the legal age for smoking to 18. Remove licences from shops prosecuted for selling alcohol and tobacco to minors. Better access to mental health and drug rehabilitation services. A new primary dental service contract to ensure fair access. A nurse in every school to advise on sexual health.

EDUCATION
Clearer powers and guidance for teachers to exclude disruptive pupils; headteachers to have an absolute right to exclude. More rigorous exams to restore confidence in the examination system.

HOUSING
Social and economic mobility should be the cornerstone of policy. The right-to-buy discount level should be reassessed to make it affordable for social tenants to get on the housing ladder. A review of the social housing waiting list to ensure those in greatest need get help.
