Callie Frances Bellis's body was dragged for 10ft after she became trapped under the front wheel of Ann Murphy's Volkswagen Passat.
The girl, who was born with a heart defect and had open-heart surgery when she was a few weeks old, died from head injuries, an inquest heard.
Callie Frances and her mother Sharon Fenn were visiting Miss Murphy, 27, in South Kirkby, West Yorkshire, last June.
Miss Murphy's friend Rebecca Britton, who was a passenger in the car, said that neither of them felt the car's rear bumper collide with the little girl after they left her partner, Mark Chadwick, to babysit Callie Frances and her cousin.
Miss Britton told Wakefield Coroner's Court: "We felt a bump. We thought it was one of the kids' balls, but Ann stopped the car and when I saw Mark's face we realised something bad had happened. It was just turmoil after that.
"The bump had been Callie Frances hitting the front wheel."
Police collisions investigator Robert Crispin said: "There was a blind spot behind the vehicle. Callie Frances made contact with the rear bumper before falling.
"The initial contact may have been light enough for the driver to be unaware of it."
Miss Fenn, 34, said: "I blame myself. She was my daughter. I should have watched her better."
But recording a verdict of accidental death, Wakefield's assistant deputy coroner Mary Burke said: "You can't watch a child every second. This was a very tragic and traumatic incident."
