But when it comes to Boris Johnson, anything is possible.
The 42-year-old MP with an eye for the ladies is equally notorious for speaking without thinking.
So when Piers Morgan, the former editor of the Daily Mirror, asked him in an interview if he could imagine a liaison with the Prime Minister's wife, Mr Johnson replied: "I could, yeah."
A second later the Tory higher education spokesman added: "No, don't put that in! God! Not me."
But his plea was to no avail - and the quote stayed in the article for GQ magazine.
Mr Johnson's comments may have been meant in jest but not everyone saw the funny side.
Labour MP Chris Bryant, who was at Oxford University with him, said: "He seems almost as chaotic as the Tory policy on grammar schools."
Referring to Mr Johnson's description of Liverpudlians as being 'hooked on grief' following the murder of the Iraq hostage Kenneth Bigley, Mr Bryant added: "Anyway, I didn't think he liked people from Liverpool."
Cherie Blair was brought up in the city. "He really doesn't seem to have changed much since university.
"I always thought his buffoonery was an act but maybe he can't actually help it."
Mr Johnson, the MP for Henley-on-Thames, was sacked by Michael Howard, the former Tory leader, when he lied about an affair.
He had initially described the allegations as 'an inverted pyramid of piffle'.
In the GQ interview, Mr Johnson also talked about cocaine. He has previously admitted trying the Class-A drug but said none went up his nose, as he sneezed.
Now he admits some may have made it through after all. "I remember it vividly. And it achieved no pharmacological, psychotropic or any other effect on me whatsoever."
