'42-day' concessions to be revealed

The under-fire Prime Minister has defiantly insisted that he will stick to his principles over extending the time limit in the face of a threatened revolt by up to 50 MPs.
And Home Secretary Jacqui Smith appears to have begun to win over rebels after what even critics described as a powerful address to the Parliamentary Labour Party.
She warned the party the issue went to the heart of "what it means to govern" and was the kind of action voters expected in the face of the threat to the UK from terror plots.
"It is not about the sort of government we want but about what it means to govern. People expect us to be doing these things for the sake of national security," she said after the closed meeting.
The concessions offered to appease the rebels are expected to be: earlier Parliamentary approval; and tighter restrictions on when, and for how long, the extended period can be invoked.
Home Office minister Tony McNulty said he expected amendments to be tabled today - and said he was now "very hopeful" the Government could avoid a defeat.
"Things do look to be shifting back to the Government's way. There is still a lot of work to do but after Jacqui's performance at the PLP I am very hopeful," he said.
Labour MP Frank Doran said "quite a lot" of his concerns had now been met. He said: "I still have one or two I want to discuss, but I am moving in the direction where I will be supporting the Government."
Fellow backbencher David Winnick said he remained entirely opposed to the proposal but thought it was "quite likely" enough MPs would be persuaded by Ms Smith's "impressive performance".
