Rush-hour motorists face paying up to £5 a day in charges for the privilege of entering the city centre.
Commuters will have to pay a deposit for an electric tag to be fitted inside their windscreen, which will record their movements along the 15 main routes into the city.
The road pricing scheme proposed by the Association of Greater Manchester Authorities (AGMA) might be ready for use by autumn 2012 and could pave the way for pay-as-you-drive to be brought in across the country.
Automatic number plate recognition cameras positioned around Manchester would aim to catch fare dodgers.
The £3 billion proposal is to be submitted to the Department of Transport in July and will include expanding the city's tram network and increasing the number of buses and trains.
Greater Manchester is among 10 areas in England which have received Government money to develop possible congestion-beating plans in the hope of getting finance under the Transport Innovation Fund (TIF).
AGMA said the scheme would be different from London's all-day "blunt" charging methods and would only target the most congested routes at their busiest times. He also said many orbital and short journeys which do not pass a charging point would not incur a fee.
There would be discounts for vulnerable groups, essential service vehicles would not be charged and delivery drivers would pay a capped rate.
A public consultation will be carried out on the proposals, which are expected to raise about £118 million a year, before they are handed into the Government.
