The scheme, called Vinvolved, is being run by the youth volunteering charity V.
V is investing the money over three years and hopes it will have a positive effect on more than half a million young people.
Vinvolved aims to change the image of volunteering and hopes to make it a "must-have" part of youngsters' lives. It is hoped the scheme will make volunteering an attractive option for 16 to 25-year-olds.
V chief executive Terry Ryall said: "This is a programme for youth action and engagement that has been driven by young people's desire to get positively involved in their communities.
"Vinvolved will literally change the face of volunteering in England and safeguard its future by giving a new generation of young people opportunities to put their passions into action to meet real community needs."
The scheme begins in April next year.
It will create a network of projects focused on engaging youngsters' involvement, including youth action teams and national awards to recognise young volunteers' achievements. The programme will also support up to 6,000 grassroots organisations in the voluntary sector.
Prime Minister Gordon Brown said: "I welcome the Vinvolved programme, which is providing a national framework to ensure there are volunteering opportunities in every local area."
Ed Miliband, minister for the Cabinet Office and responsible for volunteering, said: "Today marks an important step forward as V awards funding to a host of diverse projects and organisations, and takes us ever closer to our aim of a million more young people volunteering in Britain."
