Airlines blast regulator 'failures'

Airlines have attacked an industry regulator for standing "idly by" while passenger queues lengthened and airport operators profited.

A committee representing airlines using Stansted Airport said it had "lost confidence" in the Civil Aviation Authority's (CAA) ability to regulate. The Stansted Airline Consultative Committee (SACC) said the CAA was guilty of a "litany" of failures.

It criticised the CAA for allowing BAA, which owns several of the UK's leading airports, to charge airlines more and more to use Stansted while passengers "endured" delays.

"We have catalogued a litany of failures by the CAA to carry out its obligations under Article 39 of the Airports Act of 1986 which requires the CAA to further the reasonable interests of UK airport users while promoting efficient, profitable operation of airport facilities," said a SACC spokeswoman.

"The CAA Economic Regulation Group has failed dismally on all counts."

SACC chairman David O'Brien added: "The Stansted airlines have lost confidence in the CAA's ability to properly regulate the BAA monopoly at Stansted.

"The CAA has allowed BAA to ignore the unanimous requests of users for the provision of low cost, efficient facilities at Stansted Airport".

"Even as passengers were forced to endure long security and immigration queues, the BAA doubled charges at Stansted while the CAA stood idly by.

"The CAA now presides over an airport regime where charges have doubled and passenger traffic is falling."

A CAA spokesman said the authority did not want to comment.
