Anti-paedophile moves hit by delays

Parts of the Vetting and Barring Scheme, due to come into force last October, will now begin more than two years late, in November 2010.
The project was proposed in the Bichard review following the Soham murders. The Home Office said it wanted to ensure the IT system was "fully tested".
It emerged after school caretaker Ian Huntley killed 10-year-olds Holly Wells and Jessica Chapman that police knew he had earlier been accused of rape and indecent assault.
Anyone taking up a new job which involves working with children or vulnerable adults will not have to register for checks with the Independent Safeguarding Authority, which will run the scheme, until November next year.
Ongoing checks on people already registered to work with children will not come into force until July next year.
It is estimated that 11.3 million people in England could be required to register with the body.
Home Office minister Meg Hillier said: "The protection of children and vulnerable adults is a priority for the Government.
"The extra safeguards we are delivering will help remove an even greater number of unsuitable people who pose a potential risk to vulnerable groups from the workforce.
"We already have one of the most comprehensive vetting systems in the world. Once employers start being updated with new information about their employees from July 2010 it will offer even greater protection."
