The Liberal Democrat opposition on Labour-run Haringey Council in north London tabled a motion of no confidence in Liz Santry, the Cabinet member for Children and Young People, and council leader George Meehan.
But the Labour group, who have a majority on the council, passed an amendment removing the no confidence element and inserting a commitment to act on recommendations of a review commissioned by the Government on children's services in the borough.
The motion was discussed during a full council meeting, the first to be held since the trial of Baby P's mother, her boyfriend and their lodger over his death.
The Mayor of Haringey began the meeting by offering apologies for the events leading up to Baby P's death and led the council in a minute's silence for the toddler.
Baby P died in a blood-spattered cot in August last year despite 60 visits from the authorities over eight months, during which time he suffered more than 50 injuries.
His mother, her boyfriend and their lodger, Jason Owen, 36, will be sentenced at the Old Bailey on December 15 for causing or allowing his death.
The council have previously apologised for not doing more to protect Baby P.
