Bid to increase killers' sentences

Two robbers convicted of murdering high-flying City lawyer Tom ap Rhys Pryce face a bid on Monday to have their minimum custodial terms increased.

Donnel Carty, 19, and Delano Brown, 18, were found guilty at the Old Bailey last November of stabbing the 31-year-old during an attack just yards from the London home he shared with his fiancee.

Carty was given detention for life with a minimum term of 21 years and Brown, who was only 17 at the time of the murder, was ordered to be detained at Her Majesty's Pleasure, serving a minimum 17 years.

The Lord Chief Justice, Lord Phillips, sitting with Mr Justice Henriques and Mr Justice Teare at the Court of Appeal in London, will be urged to rule that their sentences were "unduly lenient".

The move to have the terms increased is being made by the Attorney General, Lord Goldsmith QC, because he considers that the minimum terms do not sufficiently reflect the "very serious nature" of the case.

Mr ap Rhys Pryce was robbed of his mobile, travelcard and £20 and left dying in a gutter as he made his way home from Kensal Green Tube station, north-west London, in January 2006.

A minimum term is the least a prisoner must spend behind bars before they can be considered for parole.

An offender will not be released until the parole board is satisfied that they no longer pose any danger to the public.
