The joinery student and budding rapper, who was also 16, died after being stabbed once in his left shoulder on Moston Lane, Harpurhey, in the early hours of Saturday.
He was allegedly knifed after attending a party.
He lived with his mother Anita on the Lightbowne estate in Moston.
The teenager charged with his murder, who cannot be named for legal reasons, is due to appear before Manchester City Magistrates Court.
Conor was treated by paramedics at the scene of the stabbing but he died on his way to hospital. It is believed he was stabbed through the aorta - the largest artery in the body.
A memorial to Conor - who was known to police - was established within hours of his death not far from the crime scene. Floral tributes and cards were left at a tree along with teddy bears, cards and a football.
He was one of two teenagers stabbed to death in Britain in the early hours of Saturday.
Tragically, his death bore remarkable similarities to that of London teenager Nilanthan Murddi, who also died of a single knife wound to the neck.
The 17-year-old from Croydon was stabbed to death in the street. His death brought the toll of teenagers who have died violently in the capital this year to 23.
