David, 14, died on July 7, almost three weeks after he was knifed in the chest and stomach in a confrontation with a group of youths in central London.
The 16-year-old, who cannot be named for legal reasons, will appear at Camberwell Youth Court. He had already appeared in court charged with attempted murder prior to David's death.
David was the 19th teenager to die violently in the capital this year and the youngest. The death toll has since risen to 20.
He had been due to deliver a speech urging others to give up knives at the world's biggest speaking event for young people.
A staff member at charity Speakers Bank, which trains speechmakers, said the speech had been part of Jack Petchey's Speak Out competition. Islington stabbing victim Ben Kinsella, 16, took part in the same competition last year.
David was stabbed in Great Dover Street, south London on June 17 - two days before his speech.
One line of investigation is that he was targeted because he was wearing the "wrong" school uniform.
A friend took his place on the podium as he fought for his life in hospital. He died at the Royal London Hospital in Whitechapel last Monday.
His father, Tim Idowu, said David wanted to change the world and planned to emulate former US president Bill Clinton.
