Six-year-old Paul Ross and two-year-old Jay were found dead in a parked car at a lay-by near the Campsie Fells north of Glasgow.
Following post-mortem examinations, Strathclyde Police confirmed that the deaths were being treated as murder.
Officers have been scouring the scene near Lennoxtown, East Dunbartonshire.
Locals said the grim discovery shocked the community.
The boys were from the Royston area of Glasgow. A man, believed to be their father, is said to have been found at the scene with severe burns and taken to Glasgow Royal Infirmary, where he is under police guard.
Eyewitnesses said two ambulances arrived at the scene. One left with lights flashing, the other left more slowly.
Officers blocked the B822 Crow Road in either direction from the lay-by.
Locals said the lay-by was popular because of the views across Glasgow and its location near the Campsie hills.
A spokeswoman for Strathclyde Police said: "We are following a positive line of inquiry."
