Reports suggested at least 10 separate twisters formed in Farnborough, Hampshire, and as far north as Scunthorpe, Lincolnshire.
Local residents reported hearing "horrendous" noises as violent winds tore down trees, pulled off roofs, knocked off chimney pots and in one case overturned a caravan.
One eye-witness described the twister that hit Farnborough as "like something out of The Wizard Of Oz".
Police said a motorist reported seeing a car lifted and blown across a road by a "tornado" in Eye, Cambridgeshire. But there were no reports of injuries.
An empty double-decker school bus had part of its roof ripped off when it was hit by a falling tree branch broken off by a reported tornado near Northampton.
Terrence Meaden, deputy head of the Tornado and Storm Research Organisation, said five reports were "looking certain" to be confirmed as tornadoes.
They came from Farnborough; Eye; Luton, Bedfordshire; Nuneaton, Warwickshire; and Long Eaton, Derbyshire.
Dr Meaden said further research may well confirm another five tornadoes in Northampton; Nottingham; Scunthorpe; Whittlesey, Cambridgeshire; and Ollerton, Nottinghamshire.
The Met Office said a weather system "conducive" to tornadoes travelled eastwards across England on Monday morning, including localised winds gusting up to 45mph.
