Mark Arnold, 42, of Stoke-on-Trent, was being questioned by police about the disappearance of South African Kerry Winter, 35, who went missing in August.
Ms Winter's brother, Kurt Winter, said police in Dubai told him Arnold has now signed a confession stating that he killed her, loaded her body on to a boat and dumped it out at sea.
But Mr Winter said the prosecutor in the case denied possessing any such document and said instead that Arnold would be charged with accidental manslaughter if no body was found.
Mr Winter said: "We don't know what's going on. All he (Mr Arnold) has been doing is lying. He's changed his story so many times I don't know what to believe."
He said that only once his sister's body had been found would the family be able to "get closure" on the ordeal.
The Dubai police said that no-one could comment on the case until Sunday.
The Foreign Office said they did not know whether Arnold was to be charged with manslaughter. A spokesman said: "It's a matter for the Dubai authorities."
Ms Winter was last heard from on August 20 when she phoned her friend, Jo Brown, to say Arnold had followed her to a hotel.
Witnesses told police they saw Kerry being beaten with a baseball bat in the stairwell of her apartment villa in the Al Barsha suburb.
