Brown appoints chief adviser

Gordon Brown has appointed former Ofcom chief Stephen Carter as his principal special adviser.

The 43-year-old - currently chief executive at corporate communications firm Brunswick - will be responsible for advising on political strategy and report directly to the Prime Minister.

Mr Brown said in a statement released by Number 10: "I am delighted that Stephen Carter has accepted my invitation to join the Downing Street team as we build on our programme of reform and pursue an ambitious legislative programme.

"As both a chief executive and industry regulator, he has an enviable track record in the private and public sectors, and will bring his considerable qualities and experience to the work of government."

Mr Carter will take on the new title of Chief of Strategy and Principal Advisor to the Prime Minister.

The move is likely to be seen as an effort to beef up Mr Brown's inner circle after a torrid few months of crises and poor headlines.

Mistakes such as allowing general election speculation to get out of hand last September led to concerns that the Prime Minister needed a broader range of expertise to draw upon.

Mr Carter, who will be in charge of Political Strategy Communications and Research and the Policy Unit at Number 10, said: "It is an honour to be asked to work with the Prime Minister and the Downing Street team, and I will do my utmost to make a difference to effective government."

Mr Carter left Ofcom in October 2006, and before taking the top job at Brunswick Group was hotly tipped to become chief executive at ITV.

Mr Carter will be paid £137,400 per year and will automatically be signed up as a member of the Labour Party.
