He spoke out after a gunman fired hundreds of rounds in an attack on a religious seminary, killing at least eight.
Mr Brown, speaking in No 10, said: "(Thursday) night's attack and the murders that took place in Jerusalem will mean that the whole world will be outraged at what has been happening. This is clearly an attempt to strike a blow at the very heart of the peace process."
Mr Brown said he had sent his condolences to Israeli Prime Minster Ehud Olmert.
The Prime Minister added: "I think it's very important to emphasise that those people who want to stop the peace process should be stopped from doing so by the combined determination of the whole world.
"Those who wish to stop the peace process by violence should be stopped from doing so by the combined voices of people throughout the world.
"The way to answer those people of violence is to move forward the peace process as quickly as possible."
