Brown faces pressure over EU treaty

Gordon Brown begins another tough week as he prepares to hammer out a deal over the EU Reform Treaty while the Conservatives clamour for a referendum.

The Prime Minister is facing Tory accusations of betraying voters' trust if he refuses to give voters a say on the document he will discuss with fellow EU leaders in Lisbon.

The row over the treaty comes as Mr Brown is being urged to spell out his vision for the country more clearly after a Tory surge in the polls.

An ICM survey has put the Conservatives on 43%, their highest level for 15 years, and Labour on 36%.

Former Lord Chancellor Lord Falconer warned the Prime Minister against allowing the Government to "drift" amid reports that Blairites were concerned about Mr Brown's direction.

Claims that Mr Blair himself was personally unhappy with his successor's direction were categorically rejected by his spokesman and friends.

Lord Falconer urged: "Renewal does not come from change of leadership alone."

Business Secretary John Hutton insisted Labour did have a vision but acknowledged that it was a "key challenge".

Mr Brown has faced criticism for his last-minute decision not to call an autumn general election, his performance in the Commons and "stealing" policies from the Tories.

Conservative leader David Cameron, meanwhile, has rejuvenated his party with initiatives on tax, a well-received conference speech and a fierce attack on Mr Brown at Prime Minister's Questions.
