The Tory leader has spent the last fortnight with his family on the Cornish coast amid ongoing speculation that Prime Minister Gordon Brown could face a Labour leadership challenge.
Mr Cameron is due to continue his break next week, when he heads abroad, but is keen to press home the political advantage before the PM ends his own holiday with an expected autumn fightback.
Ministers have been accused of fuelling a fresh slowdown in the housing market by failing to confirm details of plans to boost sales in a bid to counter the effects of the global credit crunch.
Shadow ministers have used the summer break to launch a series of offensives on key issues such as social breakdown and education - but have been overshadowed by reports of Labour infighting.
The Tory leader may face difficult questions about his own party as well, however, after the Conservative General Election hopeful in a target seat admitted a campaign of harassment against his Liberal Democrat rivals.
The Lib Dems have called on Mr Cameron to investigate the "vile campaign" carried out by would-be Watford MP Ian Oakley, who quit the party when police launched an investigation.
Oakley, 31, of Ryeland Close, West Drayton, north-west London, pleaded guilty at St Albans Magistrates' Court last week to five charges of criminal damage and two counts of harassment against Liberal Democrats and also asked for 68 other offences to be taken into account. He is due to be sentenced next month.
