Council leader in vow on homes row

The leader of a Labour-run council which moved senior staff into prime low-rent homes after asking elderly tenants to move out says bosses will "make good the damage".

Norwich City Council launched an internal inquiry and concluded that its own "policies and procedures" were not followed and codes of conduct "not adhered to".

But leader Steve Morphew says taxpayers can "be assured" that the "right steps" will be taken and the "whole system" reviewed.

"We can now see what went wrong. The city can be assured that the right steps will be taken to deal with what the investigation has found and the whole system will be reviewed thoroughly," he said. "After Christmas work will start on making good the damage."

In 2007 and the council earmarked a post-war sheltered housing development for demolition to make way for the creation of new homes and asked elderly pennants in the complex to leave.

But the properties had then been advertised for let in a council staff newsletter and Kristine Reeves, then acting head of strategic housing, moved into one of bungalows with her partner and fellow officer Graham Ross.

News of the affair emerged earlier this month following an investigation by journalists.

A council spokesman said the authority's £121,000-a-year chief executive Laura McGillivray had "not seen" the advertisement. And he said housing service officials had taken a decision "not authorised" by the executive.

Ms Reeves, who earns £52,000-a-year, has been suspended on full pay. The council said Angela Hadley, assistant director of neighbourhood development, has resigned due to "severe ill health in her family". The spokesman said her resignation was "not connected" in any way with the inquiry.

The spokesman said Suzanne McBride, the "co-strategic director for community and neighbourhoods with responsibility for this service at that time", had "since left the authority".
