Susan Hutchinson, 56, of south Wales, was also caught on camera exercising at a gym she regularly attended.
Hutchinson, who used multiple identities to claim the benefits, pleaded guilty before Barry magistrates to six counts of dishonestly making false representation and two counts of theft.
An investigation by the Department for Work and Pensions (DWP) found she had falsely claimed a total of £23,238.16 in disability living allowance, income support, housing benefit and council tax benefit, between 2004 and 2009.
Disability living allowance is reserved for people who are either unable to walk, or "virtually" unable to walk.
Investigators for the DWP discovered that regular payments were being made from Hutchinson's account to women-only gym Hydrofitness, in Barry.
Hutchinson, of Trinity Street, Barry, was found to attend the gym most mornings at 7am and was filmed doing so.
Investigators then found she had entered the Race For Life, a charity event for Cancer Research UK, and filmed her taking part at Cardiff's Bute Park on May 31.
They also discovered she had been working at a nursing home and as a personal assistant at various times when she was claiming income support.
Hutchinson will be sentenced at Cardiff Crown Court on November 13.
