Forecasters said there would be no real let-up in the weather until next week.
That prediction means river levels, already high after repeated deluges since Friday, could rise further.
Homes and businesses left on the brink in some areas after fresh rain on Tuesday will be forced to wait behind their sandbags until Sunday at the earliest.
A spokesman for the Environment Agency warned people to "remain vigilant".
The agency reported 68 flood warnings across the country on Tuesday, with a further 187 areas on flood watch.
The Port of Dover was forced to close because of force nine winds in the Channel. It later reopened, with P&O Ferries and and SeaFrance services to Calais, and Norfolkline to Dunkirk subject to severe delays.
Areas affected by severe flooding earlier this year were particularly anxious. Laurence Robertson, MP for Tewkesbury, said it was wrong people were living "on a knife edge" because of failures by the government.
"I don't think enough has been done. The fact people are really worried and living on a knife edge is not right. There are still hundreds living in caravans and they're nowhere near to moving back home", he said.
Michael Dukes, forecast manager for Meteogroup, said surface water would have no chance to clear because of repeated downpours in the days ahead.
