Mr Newlove suffered massive head injuries after he was allegedly beaten to death by a gang of youths outside his home in Warrington, Cheshire.
Mr Newlove, a 47-year-old sales manager, was attacked on Friday August 10, and died at Warrington Hospital on Sunday August 12.
As he lay dying in hospital, his youngest daughter Amy, 12, wrote a moving letter to her father in which she said: "We will deeply miss you and want you to know you are the best dad anyone can wish for.
"I love you, from your darling daughter who loves you so much and from the whole family."
The death of Mr Newlove, who was married to Helen for 28 years, sparked a national debate about the sale of alcohol.
The Chief Constable of Cheshire, Peter Fahy, called for the legal age for drinking to be increased to 21. He later said under-age drinking was a child protection issue and parents who refused to take action should face tougher sanctions through care proceedings and the criminal justice system.
Cheshire police said a 16-year-old boy was arrested on Wednesday and bailed pending further enquires.
A second male, aged 17, was arrested on Thursday and charged with the murder of Mr Newlove. He is due to appear at Warrington Youth Court.
Three youths, who cannot be named for legal reasons, and Adam Swellings, 18, from Crewe, have previously been charged with the murder of Mr Newlove and are remanded in custody. The trial is due to take place in November.
