Darren Loader died in Hereford County Hospital on Friday morning from injuries received in the assault on Thursday night, West Mercia police said.
The teenager, from Hereford, was with a group of male and female friends at around 10pm when the disorder broke out.
The attackers fled the scene.
A 17-year-old girl was taken to hospital with a broken arm and underwent surgery, and two of the local youths were arrested on public disorder offences.
A police spokesman said officers are still attempting to establish the motive for the attack on the youngster and the circumstances surrounding it.
The spokesman said: "We don't know if there was any racial motive to the attack, but we will have more officers visible over the next few days to avoid any reprisal attacks."
Detectives arrested four Eastern Europeans on suspicion of murder at an address in Ryeland Street, Hereford, on Friday morning.
Supt Kevin Purcell, head of policing operations for Herefordshire, said officers were seeking witnesses to the disorder which occurred in the city's Great Western Way area between 9.30pm and 10.30pm.
He added that a senior investigating officer had been appointed to head an inquiry team of 50 detectives.
